Once you're in bootloader mode, and windows recognize it, and you can verify connection with 'fastboot devices', then run the flashall. You might need to manually assign the diag port driver if the loop causes problems, you can google how to do that. You might need to try a couple of time while you wait for the drivers to recognize, might be frustrating if your phone bootloops, but once everything is settled it should take. *Note - I've never had to use these, so your mileage might vary. Once you're stable in bootloader mode, you can use the flashall to return to stock. Once ready, run the blankflash bat, it'll say waiting for device, plug your phone in and hold the power button till it boots, it should do its thing. Install the drivers and get everything unzipped and ready. If you're on another carrier or different version you need to find the appropriate firmware and flashall. You'll want a stock rom for your phone (xt1789-05) that's why we're here right? You can find it in post #6 as well as the flash all. You'll also need the blankflash zip, get the oreo one. You'll need the qualcomm drivers, these are win10 signed as well.
